The Structure

Shared mission: to serve as a force multiplier connecting rural veterans and their families to earned benefits, transitional housing, and sustainable economic opportunity.
Eagle Enterprises Consortium, L3C (EEC) — the coordinator
The umbrella entity. Coordinates the network, aligns mission with sustainable social enterprise, and maintains accountability across the ecosystem. Houses NetWIRCing Solutions, LLC and the M-TOC (Mobile Triage Outreach Cavalry), and delivers subscription services plus bootcamp technical assistance and training. Visit EEC →
Lighthouse Community Development Corporation (LCDC) — the deliverer

How a donated dollar travels
Say you give $2,500 designated to mobile outreach. Here is its journey, hand-off by hand-off.
Step 1 — RV3 receives and restricts
Your gift lands at RV3, is acknowledged in writing, and is booked as a restricted fund for mobile outreach. Accountability at this step: restricted-fund accounting, written acknowledgment, board-reviewed allocation policy.
Step 2 — Allocation against verified need
RV3 allocates the funds to an M-TOC deployment day, scheduled by EEC against the ecosystem's parish-level needs picture. Accountability: documented allocation matched to a defined program plan and deployment calendar.
Step 3 — EEC deploys the unit
The M-TOC rolls into a rural parish with navigators, screeners, and counselors. Every veteran encounter is logged; every referral is routed with consent and documentation. Accountability: compliance safeguards — consent-to-share workflows, accredited-representation boundaries, SOPs.
Step 4 — LCDC catches the referrals
Veterans needing housing pathways or benefits navigation are handed to LCDC's case teams, where follow-up happens within defined timelines. Accountability: referral-completion tracking — routed within 10 business days, tracked to the receiving provider.
Step 5 — Guardian Angels tells the story, VI-PAR proves it
Outcomes post to the VI-PAR dashboard; Guardian Angels reports back to the community through the newsletter and podcast; RV3 reports back to you. Accountability: public dashboard, annual impact report, demo data labeled as demo data.
